TOURNAMENT REGULATIONS

 

1.  ORGANIZERS
Chess club "Rijeka", Blaža Poli?a 2, 51000 Rijeka.

2.  VENUE AND DATE
The Championship will be held in Rijeka, Croatia, from November 12th until November 19th 2011. Opening and closing ceremony and matches will take place in the Chess club "Rijeka", Blaža Poli?a 2, Rijeka.

3.  PARTICIPATION
The 5th "Mediterranean 2017" Open Chess Tournament is open to all players. There is also no limited number of participants per federation.

4.  PARTICIPATION FEES
50 Euro.
• Grand masters have a free access to the tournament.
• All the players accommodated in the hotels Milenij and Grand Hotel Adriatic pay no organization fee.
• The final player applications will be received until November 12, 2011 by 13:00 in the premises of the Chess club „Rijeka“, B. Poli?a 2/2.

5.  SYSTEM AND RATE OF PLAY
• Tournament will be based on Swiss system in accordance with the FIDE Laws of Chess.
• The playing time will be 90 minutes for 40 moves plus 30 minutes for the rest of the game with an increment of 30 seconds per move, starting from move one.
• Players more than 30 minutes late for round will automatically lose the game.
• The organizer will provide chess sets and digital watch for all players.

1st round on November 12, 2011 at 16:00
2nd round on November 13, 2011 at 09:00
3rd round on November 13, 2011 at 16:00
4th round on November 14, 2011 at 16:00
5th round on November 15, 2011 at 16:00
6th round on November 16, 2011 at 16:00
7th round on November 17, 2011 at 16:00
8th round on November 18, 2011 at 16:00
9th round on November 19, 2011 at 10:00
The tournament closing ceremony and the award ceremony will be held on November 19, 2011 at 15:00.

7.  RANKING AND TIE-BREAK SYSTEM
The order of players that finish with the same number of points shall be determined by application of the following tie-breaking procedures in sequence, proceeding from (a) to (d) to the extent required:
a)  Median-Buchholz 1, the highest number wins;
b) Buchholz, the highest number wins;
c)  Number of win, the highest number wins;
d)  Progressive Score, the highest number wins.
In case of unplayed games for the calculation of (a) and (b) the current FIDE tournament rules shall be applied: „Independently of the result of an unplayed game (win by Bye, win or loss by forfeit, no game because the player has withdrawn or was absent for some round(s)) for reasons of tie-break the result shall be counted as a Draw against the player himself.“ Annex to FIDE Tournament Rules, pt.1.

8. AWARDS FUND
Awards will be paid in net amounts in Croatian Kuna onto the Croatian players’ bank account.
Foreign players will receive awards in cash.
The main awards will be handed over according to placement.
The awards are not cumulative.

9.  ARBITERS
Chief arbiter will be IA Nenad Doric (CRO).
Arbiters will be Sinisa Kvaternik, Bojan Birk, Vinko Franciskovic.

10. ADDITIONAL REGULATIONS
Analyzing is not allowed in the playing hall.
During the game the players are not allowed to go to the analyzing room.
Flashes may be used only in the first ten minutes of each round, except with the permission of chief arbiter.
As long as the game is in progress a player may talk only to an arbiter or with his opponent as permitted by the Laws of Chess.
We assume that all the players have read the Tournament Regulations and are obliged to obey them.
